Build on the expertise of cost benefit analysis of policies and regulations to assist building transparent government process in Kyrgyz Republic and self-education tool for government official and the public in Bulgaria Goals:- To create a workable policy analysis tools and methodologies to be used by governments (especially for Kyrgyzstan (2003-2004),- Draft needed regulations - the Draft Law on Normative Acts and Implementing Decrees in Bulgaria, 2004-2005- RIA website, dissemination of knowledge about RIA as scientific approach via Internet for Bulgaria (http://www.ria-studies.net).

IME is the only NGO presented regularly on these committees on permanent basis. IME activities are oriented towards: analysis of the bills in the pipe-line and their effects on business and citizenship (especially bills affecting SMEs development), submission of position papers on pending hearing draft bills to the committee and dissemination of information. The public benefit of this activity is that through providing services to the economic and budget and finance committees, IME contributes to the improvement of the content of the bills in pipeline and enhance dialogue between the committee, businesses and expert community.

Support to Business Registration Reform in Bosnia and Herzegovina

This project is to assist the government of Bosnia and Herzegovina and the two main administrative entities to reform the business registration process. The aim is to establish, streamline and harmonize a business registration system for the entire Bosnia and Herzegovina.
The project has managed to get principles for a new law on a state-wide business registration process accepted by all the key players and has designed an IT solution that should see Bosnia with a 21st century solution to business registration, with IT terminals located in 16 cities, linked real-time to nationwide central servers. The project has won plaudits from DFID for its efforts to secure cross-entity consensus in an extremely challenging multi-ethnic political environment.
IME responsibilities were in the areas of: law drafting, legal and economic advice, economic analysis, panning and training.

This project sought to bring together both the interests and actions of key local and regional actors in order to accelerate market-based policies and enterprise restructuring to promote competitiveness. The IME and BARDA partnership on this project ensured that certain obstacles to economic development on company and local level will be removed faster and more efficiently. The operational approach presented a practical first step on the way to a comprehensive national economic development framework.

Кратко описание на проекта
Two-year project to assist the departments and agencies of the Bulgarian government to reform the content and administration of enterprise regulation, particularly regulation pertaining to the creation and operation of SMEs. The project focused on:
- Review and simplification of the administrative procedures and requirements regulating businesses in Bulgaria.
- Formulation of government policy to creating a more conducive environment for private sector development.
- Design and implementation of a pilot saturation survey of SMEs in collaboration with the Bulgarian National Statistical Institute with the view of assessing the coverage of the national business register.
Assistance in the design and establishment of “one-stop shop” for business registration.
